Status Report from National Alliance to End Homelessness

Senate
The Senate will soon decide how much funding each appropriations subcommittee – including the one that handles HUD programs – will have for its FY 2013 funding bill. Then, each subcommittee will begin to draft its appropriations bill based in large part on the sign-on letters and programmatic requests that it received. Senate appropriations subcommittees are expected to begin releasing and voting on their FY 2013 funding bills as soon as late April. We’ll keep you posted as we learn more about the timing of the HUD appropriations bill.
 
House
The House will vote next week on a “budget resolution” (see our recent blog for more information) which will lay out the overall amount available to the Appropriations Committee at $19 billion, or 2 percent, below the amount being used by the Senate and included in last year’s big debt deal. Assuming the House passes the budget resolution, it will take that overall figure and divide it up among the various appropriations subcommittees, including the one that handles HUD programs. These subcommittees will also begin writing their bills right away and could release and vote on some of the bills by late next month. Again, we’ll keep you posted as we learn more about the timeline.

Federal Government & Housing

The federal government sets the overall tone for housing policy and planning through the Department of Housing and Urban Development (HUD).  The Department is critical to addressing the structural gap between household income and housing prices and the persistent un-affordability of housing.  HUD already plays an important role in making housing affordable through its investment in rental vouchers, public and assisted housing, and more recent HUD-funded efforts led by states and localities.  The vast majority of housing rescources come from the federal government.  

As a statewide housing advocacy organization, COHHIO follows housing issues of importance and keeps in touch with  Congressional delegation members when the need arises.  We also rely on input from our national partners:  National Low-Income Housing Coalition and the National Alliance to End Homelessness.
